Can I buy memecoins through Cashboard?

On the web, yes. Buy on a token row loads it into a Jupiter swap for Solana or an LI.FI swap for Base, and your own wallet signs after you check the route and fees. Cashboard's own code never sends the transaction. You can also spot the coin here and buy in the wallet or bot you already trust.

Does the board work on my phone?

In a phone browser, yes. There is no mobile app. Boards live in that browser's storage, so a board from your laptop reaches your phone through a share link or an exported file. Share links strip wallet addresses, so paste those again on the phone.
